Potential issues with complex redstone along region borders

Redstone that relies on vanilla's redstone order of operations, like flying machines, may not work properly along region borders due to the regions ticking in an order different to vanilla.

I have a version below that adds an option to split the tick phases into 3, It does add overhead but allows redstone to work across region boundaries. I'm almost positive there is a better way to do it, but it seems to work. Due to the overhead it adds I added a toggle in the config file that defaults to off. In my limited testing it seemed to add up to 5% to tick times at worst case.
