Running benchmarking jobs with HTCondor

We previously discussed having actions triggered in this repository run SPRAS with HTCondor in CHTC. An open question was how to authenticate and launch jobs there.

New development on [Remote Placement](https://agenda.hep.wisc.edu/event/2432/contributions/37894/attachments/11392/15166/PlacementTokens2026.pdf) may be the answer.
