fix(dbt): align sushi_test packages.yml with dbt_packages for dbt 1.12
dbt-core 1.12 requires packages.yml and dbt_packages/ to have matching counts. Declare my_macros and my_package as local packages (same layout as customers) so CI on Python 3.10+ and Windows stops failing manifest loads.
