Intent-Cert project handoff

Current state: Route-certification protocol and engineering-validation artifact are synchronized across the repository, manuscript, and project site.

Established result

The fixed acquisition and integrity checks completed, but the frozen expired- order evidence requirements did not. The finalizer stopped comparative modeling. The project therefore supports a protocol and feasibility result, not a claim that delegation or direct execution is better.

Before a public release

1. Run the unit, lint, type, and public-surface tests.
2. Build paper/main.pdf from the tracked source in a clean directory.
3. Confirm the PDF and site contain the same title, scope, and gate result.
4. Confirm paper/main.pdf and site/assets/paper.pdf are byte-identical.
5. Check the Pages workflow and live PDF after pushing.
