Please add support for TOTA (Towers On The Air) #21

New and quickly evolving international TOTA program (currently containing lookout towers of Czechia, Slovakia, Germany, Austria, and Poland): https://wwtota.com/

Recently, support was added to Ham2k (cluster relevant bits ham2k/app-polo@af732c1)

It would be great to have native support in hamalert to be able to setup TOTA conditions.
