Steps to reproduce
1.Use any vpn program that has a firewall (or "kill switch") which prevents app access to the internet if connection to the vpn is disabled
2. enable the firewall/killswitch feature
3.connect/disconnect or reconnect or whateverconnect
Expected behavior
It should ignore the third party firewall, or at least not notify the user about it in this case
Actual behavior
Recurring network alerts about the thirdparty firewall show up
this is just an annoyance, blocking or allowing has no effect on anything
the notifications reappear somewhat consistently when the vpn connection is disabled, when enabled they sometimes reappear when switching servers
(popup appears for everything else connecting to the internet like browsers, vscode, etc. not just the vpn client)

debug log has nothing, there is no crash, this bug is present since version 3.9
