Retry on timeout #633

The package will retry requests that return a HTTP error code, with some exceptions as they are handled specifically for OpenCPU (which doesn't adhere to HTTP error codes, but gives them their own meaning).

Because a timeout doesn't return a HTTP code, the function placing the request will not retry but just return an error.
