I don't know. Again, this is not an error I have seen. I think this is related to the authentication that you have set up on your PostgreSQL installation. What does your Postgres pg_hba.conf file look like?

What version of PostgreSQL are you running? I assume that libpq version 10 comes with Pg version 10

Apparently when we went to modify the pg_hba.conf changing from scram to md5 we realized that:

postgres --version
postgres (PostgreSQL) 9.2.24

which postgres
/usr/bin/postgres

but

 locate postgresql.conf
/usr/lib/tmpfiles.d/postgresql.conf
/usr/pgsql-13/share/postgresql.conf.sample
/usr/share/pgsql/postgresql.conf.sample
/var/lib/pgsql/13/data/postgresql.conf
/var/lib/pgsql/13/data/postgresql.conf_orig_bkp_March_17_2022 

??
