Rules are not getting published

problem
When a component is downloaded, the rules come with it. However when the component is reuploaded the rules are not included in the new component.

The Rules in the original are present

However the Rules in the reuploaded version are missing

I have tried manually editing the rules in the YAML before uploading, but I havent found a way for the rules to be published
