Release v0.9.0 (#13)

PMTiles export and `tilefeed --version` are new features, so this is a minor
bump rather than a patch.

Packaging manifests are deliberately left at 0.8.1 here: scripts/update-manifests.sh
owns them now and the release workflow regenerates all six after the release
publishes, with real checksums.
