Repository access should follow least privilege and be reviewed regularly.
Prefer decisions that are transparent, documented, and reversible. Routine changes use normal pull request review. Significant changes should begin with an issue or discussion that records the problem, alternatives, tradeoffs, and decision. Maintainers resolve disagreements after considering contributor and stakeholder feedback.
Governance changes require a pull request, explicit maintainer approval, and a reasonable review period. Record material decisions in project documentation.
All participation follows the Code of Conduct. Security reports follow SECURITY.md and must not be discussed publicly before coordinated disclosure.
