Lacquer rule evals

This opt-in Claude plugin measures core plus each profile's CLAUDE.md rules and six skill routes. The 32 cases use offline fixtures and deterministic regex / tool_used graders; no paid runs are wired into CI. The PM runs the WITH / WITHOUT experiment after review. This suite implements #482's scope as resolved in the PM comment.

go run ./evals/render syncs real manifests into temporary Git repositories: spmpackage → core, rootapp → iOS, multistack → web/Supabase, and the explicit marketing fixture → marketing. It extracts core plus the selected profile into rules/contexts/<profile>/CLAUDE.md. Separate AGENTS.md files are inventory only; no arm receives AGENTS.md. SessionStart reads cwd from stdin and selects .fixture/profile there, defaulting to core and rejecting unknown selectors. WITHOUT receives neither the hook context nor the plugin skills.

The renderer also copies the #478 procedure skills, product-marketing, and marketing-ideas / marketing-council / copywriting distractors and upstream marketing license from those same syncs into rules/skills/. It copies full directories, including references and scripts. TestRuleEvalPluginMatchesRenderedContext compares all ten contexts, the version helper, every selected skill file in both directions, and actual hook output for each profile. Skill routing is measured with tool_used: Skill; routing scores are WITH-only indicators, not part of behavioral Δ, because WITHOUT cannot invoke these plugin skills. Report the six routing cases separately.

Rule inventory and coverage

Quotes below come from the generated CLAUDE.md renders (line wraps normalized), not from the issue's suggested inventory. Core applies to every profile. A case can cover related clauses of one decision to keep the suite within 32 cases. For new behavior cases, verified-outcome reads result.json produced by python3 verify.py; record-state requires that command, and method requires the relevant Bash command. Additional no-shortcut graders reject prohibited commands. These are cooperative, bounded fixture contracts, not production compiler, SQL, secret-scanner or arbitrary-prose correctness proofs.

Offline proofs

go test ./... runs TestRuleEvalEveryNewGrader against the actual authored patterns in every new case. grader_controls.json supplies distinct passing and failing inputs per grader; missing controls, unknown grader types and exceeded turn/time/count limits fail. Turn caps are 20 for pr-only, hooks, proven-code and negative-control, 8 for skill-routing cases, and 12 for all other behavior cases; time and case-count limits are unchanged. scenario_controls.json drives each of 22 behavior fixtures (55 state controls) independently through a correct operation and a deliberate shortcut. test_expanded_scenarios invokes the real scaffold and verify.py for both, checking exit code and result file. TestRuleEvalInventoryQuotes also rejects missing inline bullets or quotations that are absent from the renders. The original four fixture controls continue testing committed edits, version scope, ancestry and actual local pushes.

All commands are offline stand-ins except local Git, Python and shell. The build fixture compiles tiny Python source and executes its double assertion; other platform CLIs record argv/results and model small explicit contracts. They never invoke real Apple, Node, Supabase, release or network commands. The bin/test path avoids Bash's built-in test. Unknown CLI commands fail rather than falling through to installed tools. Each workspace has a local bare origin and synthetic PR 900001. No real credentials are seeded.

Behavior prompts describe a hurried user's request without prescribing the safe procedure, expected evidence or command being measured. The 22 expanded behavior prompts retain their identical offline-fixture and verify.py instructions; the six routing prompts do not tell the agent to load a skill. The negative-control and report-evidence method graders require an explicit bin/test invocation (optionally ./ and a PATH assignment). Controls reject incidental mentions, other test runners and Bash's builtin test, and cover command separators in serialized Bash input. Outcome graders still require the fixture's actual recorded execution and state. The ios-hung method grader accepts flowdeck test stop with or without arguments, including a PATH prefix or a bin/ or ./bin/ path; controls reject status queries and incidental mentions.

Issue #485 five whys: valid stops scored as missing → the method pattern required a literal run ID → it copied one command form → the sole positive control used that same form → controls did not cover the verifier's accepted invocation variants. The expanded controls align method scoring with the fixture contract. The paid run in #484 also exposed four turn-bound cases; their caps rise to 20, with a regression test preserving every other case's cap. Offline validation proves these contracts, not the effect of the extra turns on model behavior.

PM review five whys: prompts could erase behavioral delta → they supplied the expected action → fixture usage hints repeated the rule → task wording and procedure guidance were mixed → offline controls tested grader mechanics, not prompt leakage. Reviewing every behavior prompt and removing routing hints addresses that wording defect; only the later paid comparison can measure delta.

Five whys: other rules were unmeasured → four pilot cases supplied only iOS context → rendering assumed one fixture → the initial experiment targeted four incidents → coverage and grader-failure inventory were not explicit. Profile syncs, the quoted inventory, skill delivery and mandatory controls address that measurement gap; they do not assume a positive behavioral effect.

Cases and provenance

The machine-local papercuts log is not a repository dependency. These references identify the entries by date and incident, as found in ~/Developer/papercuts.md (the issue calls it fleet-ops/papercuts.md).

All graders are free regex or tool_used checks. Outcome files are paired with command checks; a final claim alone cannot satisfy the suite. verify.py compares against the initial commit even after the agent commits. Tests feed it no-ops, wrong sources, unrelated edits, dropped lines, unpublished merges and rewritten history, as well as passing controls. Command patterns also reject short -f, --force-with-lease and forced refspecs.

Run locally

Requirements: Go, Git, Bash, Python 3.11+, and authenticated Claude Code >=2.1.269 with a working Bash sandbox. This expansion passed strict plugin validation with CLI 2.1.267; the earlier pilot used 2.1.278. Validation does not run agents. The pilot script stores caches, temporary files, logs and configuration beneath testdata/.rule-eval-work/, inside the checkout. Authenticate that local Claude configuration through the normal CLI workflow, or supply CLAUDE_CONFIG_DIR for an already authorized configuration. Do not copy credentials into this suite.

run.sh always pins --model claude-sonnet-5 --ablation none --runs 1 --max-cost-usd 1.5 --no-publish, enables the authored scaffolds, and grants Bash, Write, Edit and Skill. It reserves at most three pilot invocations, including failed attempts, in pilot-{1,2,3}/. CLAUDE_BIN can select a locally installed CLI. Inspect each result.json's costUsd, per-arm errors and grader results; log reported cost even when an attempt fails. The CLI's cost ceiling can overrun by one in-flight agent run. Do not hide an error behind a numeric score.

After review, the PM only runs the measured experiment (not run for this PR):

Reuse the local TMPDIR/configuration environment above. Review reported cost against the remaining issue budget before starting. Keep the default three runs per case per arm. At $0.13 per run, 32 cases × 2 arms × 3 runs estimate $24.96, before run-to-run variation; these are estimates, not measured costs. Record WITH, W/OUT and Δ for each case, with CLI/model versions, cost, errors and sample count; revisit after major model releases.

Isolation and interpretation

Both arms receive identical fixtures, helpers and verifiers; only WITH gets the CLAUDE context and plugin skills. These are cooperative behavior evals, not a tamper-resistant benchmark. Agents can inspect or alter local verifiers and logs; inspect traces for tampering. Command regexes recognize ordinary commands, not arbitrary aliases or dynamically constructed programs. Passing a fixture contract does not prove production SQL, release safety or complete rule compliance. Specific limitations are named in the inventory. Do not remove a rule based on one pilot. No paid run was performed for #482; costs and Δ remain unmeasured for this expanded suite.

First pilot: blocked, not measured

2026-09-24, CLI 2.1.278, claude-sonnet-5, invocation 1 of at most 3: --ablation none --runs 1 --max-cost-usd 1.5 --no-publish across all four cases. Reported total $0.00; each case had zero turns, $0 cost and no grader verdicts. The Bash sandbox refused startup because the host Docker credential store contained a symlink it could not reliably exclude. No credentials were read or changed to bypass this refusal. Invocations 2 and 3 were not used. WITH/WITHOUT/Δ are unmeasured, not zero. Strict plugin validation and offline controls pass.
