UDHR Website Compatibility Evaluation -- Methodology v2
========================================================
Version: 2.0
Date: 2026-02-23
Status: Superseded by v3. Used for kashifshah-net-v2.txt trial evaluation.
Supersedes: methodology-v1.txt
Superseded by: methodology-v3.txt
================================================================================
CHANGES FROM v1
---------------
[x] Dimension-level scoring: All 31 UDHR sections scored per site
[x] Clearer separation of "no data" (ND) vs. "genuinely neutral" (0.0)
[x] Evidence strength indicator paired with each score
[x] Consistent granularity: same 31-section matrix for all sites
[x] Source constraint: Only the site's own content is evaluated
(v1 used external reports from HRW, Amnesty, RDR, etc.)
[ ] Formal weighting between UDHR articles (TBD)
[ ] Reduced subjectivity via scoring rubric with examples (TBD)
================================================================================
1. SCOPE
--------
Every evaluated website receives a full 31-row matrix: Preamble + Articles
1-30. This is the same approach used for kashifshah-net in v1, now applied
uniformly to all sites.
Each cell in the matrix contains three values:
- Compatibility score
- Evidence strength
- Notes (citing specific on-site content)
1a. Source Constraint: Site Content Only
The evaluation is based EXCLUSIVELY on the website's own content --
what the site itself presents, publishes, hosts, and states. This
includes:
INCLUDED (on-domain content):
- Published pages, articles, posts, and media on the domain
- Terms of service, privacy policies, community guidelines
- About pages, mission statements, value statements
- User-facing features, UI design, and interaction patterns
- Help documentation, FAQs, support pages
- Accessibility features and language availability
- Cookie banners, consent flows, data controls
- Content moderation policies (as stated on the site)
- Public transparency reports hosted on the site
- Site structure: what is free vs. paywalled
- Advertising presence and type (on-site observation)
- Login/registration requirements and data requested
- Subdomains of the evaluated domain (e.g., blog.example.com)
EXCLUDED (off-domain and external):
- Content on other domains, even if linked from the site
- Third-party investigations (HRW, Amnesty, etc.)
- News reporting about the site
- Court filings, lawsuits, regulatory actions
- Employee accounts, whistleblower reports
- Academic research about the site
- Government reports or audits
- Ranking indices (RDR, Freedom House, etc.)
- Social media commentary about the site
- Social media profiles on other platforms
- Linked communities, forums, or content on other domains
OPTIONAL TOGGLE -- Off-domain linked content [DEFAULT: OFF]:
When enabled, the following may be considered as supplementary
evidence (scored separately or noted alongside on-domain scores):
- Content on platforms linked from the site (social profiles,
communities, repositories, portfolios)
- The existence of the link itself is always on-domain evidence
(i.e., the fact that /social/ links to a human rights community
is on-domain; the community's content is off-domain)
When disabled (default), only on-domain content is scored. The
presence of outbound links may be noted but the linked content
is not evaluated.
Rationale: This evaluates what the site SAYS and SHOWS, not what
outsiders report about it. A site's own content is the most direct
evidence of its expressed values and user-facing practices. External
sources measure behavior and impact; on-site content measures intent
and presentation.
Consequence: Sites may score differently under v2 than v1. A site
with documented labor abuses (v1: negative) but no labor-related
content (v2: ND) will diverge. This is expected and intentional --
the two methodologies answer different questions:
v1: "How does this site's RECORD align with the UDHR?"
v2: "How does this site's OWN CONTENT align with the UDHR?"
2. SCORING SCALE
-----------------
2a. Compatibility Score
Range: [-1.0, 1.0]
-1.0 Site content actively contradicts this UDHR provision
-0.5 Site content shows significant tension with this provision
0.0 Site content is genuinely neutral on this provision
0.5 Site content is generally compatible with this provision
1.0 Site content strongly advances this UDHR provision
ND No relevant on-site content found; cannot score
Scores may use any increment (e.g., -0.3, 0.7). The five named points
above are anchors, not the only valid values.
Key distinction:
0.0 = We examined the site and its content is neutral on this point.
ND = The site has no content relevant to this provision.
Examples:
A privacy policy that exists but says nothing notable about
data minimization: 0.0 on Art. 12.
A sports site with no privacy policy or data-related pages
visible: ND on Art. 12.
A privacy policy that commits to data minimization and gives
users deletion controls: positive on Art. 12.
A privacy policy that claims broad rights to sell user data
with no opt-out: negative on Art. 12.
2b. Evidence Strength
Each score is paired with an evidence strength indicator:
H High -- Multiple on-site pages/sections directly address
this provision (e.g., dedicated policy page, mission
statement, and feature implementation all align)
M Medium -- At least one on-site page or feature directly
addresses this provision
L Low -- Inferred from site design, tone, or indirect signals
(e.g., absence of tracking suggests privacy respect,
but no explicit policy found)
ND scores do not carry an evidence strength.
3. UDHR SECTIONS
-----------------
All 31 sections scored individually:
Section | Topic
------------|------------------------------------------
Preamble | Inherent dignity, equal rights, rule of law
Article 1 | Born free and equal; spirit of brotherhood
Article 2 | Non-discrimination
Article 3 | Life, liberty, security
Article 4 | Prohibition of slavery
Article 5 | Prohibition of torture
Article 6 | Recognition as person before law

Article 10 | Fair and public hearing
Article 11 | Presumption of innocence
Article 12 | Privacy, honour, reputation
Article 13 | Freedom of movement
Article 14 | Right to asylum

4. WEIGHTING
-------------
(TBD -- to be decided before first v2 evaluation)
Options under consideration:
a) Equal weight across all 31 sections
b) Weight by relevance to site type
c) Weight by severity
d) User-configurable weights
e) No weighting; report dimension scores without collapsing to composite
5. AGGREGATE METRICS
---------------------
Per-site aggregates computed from the 31 scores:
- Mean score (excluding ND)
- Mean of non-zero scores (excluding ND and 0.0)
- Max score and which article
- Min score and which article
- Count of negative scores
- Count of ND scores
- Sections with signal (non-zero, non-ND)
- Evidence profile (count of H/M/L ratings)
Cross-site aggregates:
- Per-article mean across all sites
- Per-article worst/best site
- Overall mean, median, standard deviation
- Tier breakdown
- Regional/country patterns
6. SCORING RUBRIC
------------------
(TBD -- concrete examples needed for each score level, drawn from
on-site content types, to reduce subjectivity)
Rubric should address common on-site content types:
- Privacy policies (Art. 12)
- Terms of service (Art. 8, 19)
- Community guidelines / content policies (Art. 2, 18, 19, 20)
- Accessibility features (Art. 2, 26)
- Paywalls and free-tier scope (Art. 19, 26, 27)
- Mission / values / about pages (Preamble, Art. 1)
- Advertising density and type (Art. 12)
- Login / data collection requirements (Art. 12, 13)
- Language and regional availability (Art. 2, 26)
- Human rights or sustainability reports hosted on-site (multiple)
- Content diversity and representation (Art. 2, 27)
7. PROCESS
----------
a) Fetch and review the site's publicly accessible content:
- Homepage and primary navigation
- Privacy policy / data practices page
- Terms of service / user agreement
- About / mission / values pages
- Community guidelines / content policy
- Accessibility statement
- Transparency reports (if hosted on-site)
- Help / support documentation
- Any human rights, sustainability, or ethics pages
b) For each of the 31 UDHR sections, assess whether on-site content
is relevant, and if so, score it
c) Assign score + evidence strength + notes per section
d) Notes must cite specific on-site pages or features as evidence
e) Compute per-site aggregates
f) After all sites scored, compute cross-site aggregates
g) Consistency check: verify similar sites scored similarly
8. OUTPUT FORMAT
-----------------
Per-site output (one file or one section per site):
Section | Score | Ev | Notes
-------------|-------|----|------
Preamble | 0.5 | M | Mission statement emphasizes dignity
Article 1 | ND | | No relevant on-site content
Article 2 | 0.3 | M | Anti-discrimination policy on /community
Article 12 | -0.4 | H | Privacy policy claims broad data sharing
...
Aggregate:
Mean score: X.XX
Sections with signal: N / 31
ND count: N / 31
Evidence profile: H:N M:N L:N ND:N
Cross-site summary output:
Domain | Mean | Min | Max | ND ct | Ev profile
-------------|-------|-------|-------|-------|------------
google.com | -0.10 | -0.40 | 0.30 | 12 | H:3 M:8 L:8
