CLI should offer to add an alias for a WebPipe if one doesn't already exist

If I execute a WebPipe and there isn't already an alias, the CLI should offer to create one as a convenience. The CLI should also record when a user declines to create an alias, so as to prevent annoyingly asking upon subsequent usage.
