Update Colab guide with backends

The `colab-to-chtc.md` guide is no longer published, but if it ever is reactivated it would benefit from Colab's pinned backends. They now have a [repo](https://github.com/googlecolab/backend-info/tree/main) with a list of the current package versions and information about past Colab runtimes.
