[AST-180720] Add default identifier when no identifiers are present for gl-sca report

Description

Newer CVEs sometimes dont have the necessary information on our database to populate the Identifiers field on cx-gl sca report, because of this we create the output json report without this field -> causing the json to be invalid with the following Gitlab schema.
