REFACTOR: (Climate Token Driver) Improve the token driver to not break when certain metadata fields are not passed

We had to hack tokenization engine to pass null values for detokenization TAIL in order for the system to not break. We should refactor token driver so that you can choose to pass certain TAILs and not have the app break.
