Add support for upgrading withdrawal credentials from ETH1 `0x01` to compounding `0x02`

Implement functionality to support EIP-7804's withdrawal credential update mechanism, allowing validators to transition from execution withdrawals (0x01) to compounding withdrawals (0x02).
