chore: grant FilOzzy admin on squid-evm-funding

Summary

Add the FilOzzy machine account as an admin collaborator on squid-evm-funding.

Why do you need this?

squid-evm-funding now uses the org's release-please workflow with npm trusted publishing (FilOzone/squid-evm-funding#22). The workflow authenticates with FILOZZY_RELEASE_PLEASE_PAT, and the org secret is already granted to the repo, but FilOzzy itself only has read access there, so release-please fails with "Resource not accessible by personal access token" when it tries to create the release branch (https://github.com/FilOzone/squid-evm-funding/actions/runs/32271435864). FilOzzy has admin on filecoin-pin, where the same workflow works; this mirrors that.
