fix(harness): close rollout gates

Summary

• rename CI job to verify so the required ruleset context can appear
• normalize harness-critical text paths through .gitattributes and working tree LF
• carry the harness changed-files split into this consumer repo
• keep dotnet format warning-only while existing formatting debt is handled separately
