docs: update release process for develop-targeted flow - #69

Remove the develop→main promotion steps, sync dance, and main-based hotfix instructions. The new flow is: feature PRs to develop, Release Please opens the release PR on develop, merge it, done.

Rewrites docs/release-process.md to reflect the new clean flow: feature PRs to develop, Release Please opens release PR on develop, merge it, done. Removes the develop→main promotion steps and sync dance.
