Allow stubber to run reliable in WSL2 + USB forwarding

• Using with WSL and USB forwarding (typical workflow for me) has longer delays after reset; stubber startup would get stuck in a loop resetting and not waiting enough before retry. I think stubs timeouts / detecting loops could be adjusted.

just a short status update.

I have made updates to mpflash to make it more reliable under WSL2 - and there are a lot of improvements in the different steps to make them more reliable - or retry where possible.

For most boards that works quite well - and some such as the samd51 just do not work with the same process and timings as all other UF2 based boards.

As stubber relies on mpflash and mpflash.remoteboard to interact - there are a lot of spinning software and ticking timers in different OSes an that all need to align on timing.

TLDR ; it is still not as stable as I would want it to be.
