Strip stale postaggregator-authored columns from the merged db and re-run tagsampler/casecontrol/varmeta/vcfinfo (or -p additions) against the merged sample set, via --skip-postaggregator, -p, and --module-option flags on `oc util mergesqlite`.

When merging sqlite database files, postaggregator annotators' information can't be cleanly merged between different variants, and must be recomputed.
Case control information can be recomputed by providing a
--module-optionflag defining the sample metadata.Note that this is based off of the changes in #420 and should only be merged after it.
