docs: add personnel event lookup by name

Adds API documentation for looking up related events by an exact personnel name.

• Documented GET /external/personnel/events/by-name
• Added request parameters, pagination, date filtering, and response examples
• Clarified exact-name matching, deduplication, and the 50-person candidate limit
• Documented the 50-credit charging rule and empty-result behavior
• Added the search_personnel_events_by_name precheck action
• Documented paid-user access and the per-user concurrency limit of 10
