The release lifecycle finalization workflow is triggered by
pull_request_target, butactions/publicationdefaultedpost-merge-eventtopull_request. This makes publication verification reject the persisted release-state artifact even when it was produced by the expected workflow.Change the default to
pull_request_targetand add regression coverage.This matches the current
Prepare releaselifecycle used by LibreSign.
