Overview
This PR reorganizes the tracking quality verification codebase by cleanly isolating the systematic track feature stress tests and documentation into their own dedicated workspace.
Key Changes
01through04) into a newly isolatedTrkQual/perturbation_analysis/subdirectory to reduce root-level clutter.README.mdfile inside the new subdirectory mapping out a file-by-file walkthrough of the notebooks.
