Adds the permanent bulk owner compiler: exact Geofabrik region geometry selection, authoritative Natural Earth land clipped per region, offline MVT composition, deterministic z11 owner-cell partitioning, asset-size enforcement, and global overlap/gap auditing. This branch is consumed by the isolated build workflow and does not change production routing.
