Test OpenFE 1.12 and 1.13

This repo is currently pinned to OpenFE 1.8 to align with alchemiscale but we want to break away from that.

OpenFE 1.12 does not result in any errors, cinnabar==0.6.1 does (#151)

Using current main branch of OpenFE as of this date and time ('1.12.1.dev36+g18208178d') in lieu of the openfe 1.13 release, in addition to the issue with cinnabar, there is an issue with _example_plan_rbfe.py, see #153
