FIRST-PASS Create Submit flow pages and components with dummy data

Implement a first-pass of the components and pages involved in the new "Submit" flow shown here

Excluded:

• The document-editting / formatting screen is handled by a separate ticket: Edit document page #237

Definition of done:

• On the DEV platform, allow a user to navigate from the start of the submission flow through to the page which shows submission status
• Where reference data is required, reference static objects within the code rather than hooking up with GraphQL/backend
