2.1 DD Sheet Update: Lookup Resource-StandardLookupValue Field

The sheet below corrects the incorrect DisplayName of the StandardLookupValue field of the Lookup Resource. The definition has also been updated to replace "LookupDisplayName" with "StandardLookupValue".

This sheet also includes the update to the CapRate field mentioned in a previous ticket: #201, which should be closed out as this update addresses both items.

DD 2.1 sheet update applied on transport PR #206. Diff vs main:

This also addresses #201 (CapRate update). Closing #201 here.

Linted with lint-dd-sheet.py (openpyxl, no SheetJS write-back per project policy). Audit trail in references/dd/CHANGELOG.md.

Downstream: regenerated dd-2.1.json lands in RESOStandards/reso-tools on reso-tools PR #213. The reso-certification-backend PR #118 six-test battery passes 34/34 across all three DD versions on the updated payload.
