Fix more flaky tests

Fix more flaky tests. See commit messages for details.

Deletes AGENTS.md because it was passing --no-build all the time, breaking its own workflow. And often running minutes-long code cleanup, which can easily be done in less than a second from the IDE before committing. Overall, it appears that modern agents are very capable to infer how to build and test without these instructions, so I think we are better off without it.
