Fix hardcoded hdf5/serial path

Enables building the docker image with ARM (Apple M series) processors

Before the change, the build on a M-series CPU was failing with

229.8 /usr/bin/ld: cannot find -lhdf5_hl_cpp: No such file or directory
229.8 /usr/bin/ld: cannot find -lhdf5_cpp: No such file or directory
229.8 /usr/bin/ld: cannot find -lhdf5_hl: No such file or directory
229.8 /usr/bin/ld: cannot find -lhdf5: No such file or directory
229.9 collect2: error: ld returned 1 exit status
229.9 make: *** [Makefile:138: ../bin/COMPAS] Error 1

Tested the change with

docker build --platform linux/arm64 .

#11 0.068 HDF5LIBDIR=/usr/lib/aarch64-linux-gnu/hdf5/serial

and

docker build --platform linux/amd64 .

#11 0.300 HDF5LIBDIR=/usr/lib/x86_64-linux-gnu/hdf5/serial

Both builds work fine.
