Problem
Google Flow begins uploading selected reference files asynchronously. The image worker currently waits only a fixed 800 ms, fills the prompt, and can submit before reference chips are attached. Repeated generations also upload the same reference bytes again.
Scope
- gate submission on the expected reference attachment count
- fail before generation if upload/attachment does not complete
- give uploaded references deterministic checksum-based names
- reuse an exact checksum-named Flow asset when present instead of re-uploading
- preserve reference order and never reuse by ambiguous display name alone
- expose safe counts/status only; do not log filenames, hashes, prompts, or paths
Acceptance
- no Create click before all requested references are visibly attached
- second run can attach checksum-matched library media without file upload
- missing/colliding items fall back to a new upload
- image/video reference paths remain consistent where applicable
- focused tests, root/mobile typecheck, build, and diff check pass
