`get_scale_factors_per_sinogram` can throw an error, see [here](https://github.com/UCL/STIR/blob/9ecbf0abd048cd0a8f19250f6cc7b4c199870c26/src/buildblock/scale_sinograms.cxx#L121), therefore aborting the scatter estimation. This probably only happens when there's very little data in the tails (e.g. for a very focal tracer).
