Introduce AT/ATV messages and CRUD RPCs in ateapipb per the M2 versioning proposal (issue agent-substrate#477): both resources are global-scoped, all snapshot-affecting fields live in the immutable ActorTemplateVersion, and the referenced SandboxConfig is resolved and frozen into the version's status at creation so resumes never read live Kubernetes state.
