Bump clap from 4.6.6 to 4.6.7 and refresh gh-actions pins to a8467566.
Update the reusable deny workflow to e8b0b7e4 and its matching pinact rule to pick up the STS-failure fallback and latest runner fixes. Existing check settings are unchanged.
