chore: release 0.10.0 (#31, step 7) - #45

Conversation
Every dependency on its current release, and automated checks that catch the next breaking one (#31): Agent Framework 1.20, azure-ai-projects 2.7 and openai 3 at the core; the hosted-agent containers on the current Copilot SDK, Agent Framework and AgentServer releases; the fine-tune lab on torch 2.14. A weekly canary tests the newest releases offline and a weekly live run executes the notebooks against Azure. The lab 11 knowledge bases, the 08-05-03 tool catalog and the lab 15 GPU jobs were broken on main and are fixed. Minor rather than patch: the SDK upgrades change how every hosted agent registers, uv.lock is now committed, and 08-03 moves to Responses protocol version 2.0.0. uv.lock changes only in the project's own version. Closes #31.

Summary
Step 7 of #31: the 0.10.0 changelog entry covering the whole dependency upgrade (#32 to #44), plus the version bump in
pyproject.toml. Same shape as the 0.9.0 release commit.uv.lockchanges only in the project's own version line, because the lock is committed now.Minor rather than patch: the SDK upgrades change how every hosted agent registers,
uv.lockis now committed, and 08-03 moves to Responses protocol version 2.0.0.The
v0.10.0tag and GitHub release are left for after merge, as with 0.9.0 (no link reference, since the link check 404s until the tag exists).Type of change
