Update to supported version of Node.js in the workflows and on the server

Problem

The following two workflows uses Node.js 18 which was EOL.

like this:

FYI supported list of Node.js: https://nodejs.org/en/about/previous-releases

Proposal

These workflow files should use supported version of Node.js.

We are currently running Node 18 on server, so this should probably become a wider "rebuild web-hosting droplet" task.

Hi @ryonakano and @lewisgoddard — just wanted to clarify before working on this: would you prefer the workflow Node.js version update to be handled together with the server/droplet upgrade in a single coordinated change, or is a PR updating the GitHub Actions workflows separately still useful for now?

Got it, thanks for clarifying. In that case I’d be happy to help work on this as a coordinated update so the workflow/runtime versions stay aligned during the transition. I’ll spend some time looking through the current deployment/server setup as well to understand what would need to change alongside the GitHub Actions updates.
