Update babel traverse

Proposed changes

• Adds .npmrc with lockfile version set to 1 to maintain backwards compatability
• Removes stryker-mutator packages and config as it's outdated and no longer used
• Updates @babel/traverse package to 7.29.8 to address security concerns
• Fixes test pipeline by pre-installing deps using a newer version of Node.js
