reactor-baselines/manifest.json:737 official_reactor_release.summary still says crates.io publishes only the placeholder 0.0.0 (re-checked 2026-09-01), contradicting the adopted 0.100.0 in the same file reactor_pin; check-reactor-readiness.py renders it verbatim as a PASS message.
Fix: rewrite the summary to record the 2026-09-03 adoption.
