Allow for mcp instructions via code connect CLI

Describe the feature you'd like:

• Currently enterprise github does not work with the code connect UI, which has a button for adding mcp instructions.

• It would be great if there was a "instructions" property we could add in the .figma files for those of us using the CLI for code connect.

• Are comments that are added to the code connect picked up by the MCP?

This is interesting, would you mind sharing an example use case for adding MCP instructions to a CLI connection?

The reason we haven't added this historically is that CLI-created connections are hand-crafted and intended to be complete/correct snippets that can be interpolated into MCP outputs verbatim. UI connections on the other hand do not have an underlying template and so require the rules to describe the intended snippet. We may have some assumptions wrong there so very much interested to hear how this might be used.

Re comment being picked by MCP, the Code Connect snippet is inserted verbatim into MCP outputs, so if the comment is visible in the executed snippet (i.e. what shows up in the Figma UI) then it will be used in MCP.

@slees-figma I would personally like any API to add MCP instructions, whether exposed via MCP or CLI also, to do this as an alternative to the CLI and the need to add figma .tsx template files to my codebase.
