Release Lotus Node v1.38.2 from
masteratebd0209f6d80efc112ce812c3f1c847ba91a437e, including the merged splitstore memory fix #13943 and gateway lookback fix #13934.Bump
NodeBuildVersionto1.38.2, regenerate versioned documentation, and finalize the dated release notes. Miner remains on its development version.Release checklist: #13942. Squash-merging this PR starts the workflow that publishes v1.38.2.
