[Feature Request] Configurable Upload Constraints

My friends and I use and absolutely love this service!

My suggestion is this:
It would be nice if there was "Requirements" section for example in the settings where admins can restrict uploads based on:

• Allowed Encoders: (e.g., Only allow H.264 or AV1).
• Maximum Video Length: (e.g., Limit uploads to X minutes/seconds).
• File Extension: (e.g., Restrict to .mp4).
• File Size: (e.g., Only allow less than 200mb).
