The new version 3.4.0 finally supports the `--lockfile-only` flag, that we need to support generating SBOMs without downloading artifacts.

What does this MR do?
Switch to the official release of yarn-plugin-cyclonedx that supports the required flag
--lockfile-only.Why is this needed?
Using my custom fork was just a temporary solution to unblock the SBOM generation, but we should use the official release were possible.
