Add task sequence task type

Sometimes you have a series of tasks that you want to complete in a sequence. You can accomplish this by setting the dependencies correctly, but it would be helpful to have syntax sugar to help with this. Something like:

```python
sequence(
  tasks=[
    ":experiment_1",
    ":clean_up",
    ":experiment_2",
  ],
)
```

This is similar to #90.
