Adds an App Profile for MACI (Minimal Anti-Collusion Infrastructure) — the
zk-SNARK-based private voting protocol that Gitcoin's GG24 Privacy round used
via Privote (121 applications, 93 accepted, 7,427 QF votes, 35.41 WETH).
