AWS announced that aws-sdk-go v1 entered the maintenance mode and will reach end of support by July 31, 2025. As many Go projects use go-migrate internally they still references the aws-sdk-go v1. Even go-migrate itself has both versions in the go.mod. This PR fixes it.

github.com/snowflakedb/gosnowflake was updated to v1.11.2 in order to resolve this issue.

Better off not storing ctx in s3Driver, instead pass it directly to loadMigrations

SDK for Go v1 is EOL and not supported since July 31, 2025.
