This PR moves Kite plugin-specific configuration to the newer plugin TOML setup.
Changes:
config/plugin/KitePlugin.tomlfor Kite model, CSV, ground placement, and world scale defaults.KitePluginto read plugin settings through the OpenConfig/TOML API instead of the legacy XML config path.
