Add How-to-cite Modelica

Many projects give guidance how to be cited in papers.
Should we add this to our website?

Or should a paper about Modelica be cited instead of the spec?
But which paper to use?

I believe it depends on the purpose of the reference so we could build on Python's idea and provide both and let the users decide.
(And skip doi in note.)

However, the reference should clearly include what you reference (IMO) - which in many cases mean that you need to reference the specification as many feature have been added after 1999; alternatively you could give a more specific reference (such as for streams connectors, balanced models, or even just overview of changes in Modelica 3.6).
