The migration to the new structured telemetry server (in PR #1409) removed the legacy pocs network upload-metadata command, which was based on watching the now-obsolete json_store directory.
We need to recreate this functionality by implementing a way to forward telemetry events from the telemetry server to Firestore (or another central location).
Requirements:
- Replace the directory-watching logic with a telemetry-native forwarding mechanism.
- Ensure all structured events (weather, power, state transitions, image metadata) are uploaded.
- Maintain consistency with the new Pydantic models defined in
src/panoptes/pocs/utils/telemetry.py.
- Update CLI tools and supervisor configurations as necessary.
